Unless specified otherwise, in our analysis, Europe comprises the 27 member states of the European Union plus Norway, Switzerland, and the United Kingdom. This article discusses these economies as a region, but we acknowledge that Europe comprises independent countries, often with very different economic profiles. Moreover, these countries have a number of neighbours to the east, including Ukraine, that are part of the European continent and may in the future forge closer economic ties with the group of 30 countries analyzed in this research. In the final section, on potential actions that Europe can take, many of the measures described would need to happen at the level of the EU, ideally in collaboration and coordination with the other nations in the geographic region.
